My Lord,
With reference to Sir Henry May's despatch No. 312 of the 4th September, 1914, I have the honour to request Your Lordship to instruct the Crown Agents to enquire and report as to the desirability of installing an Automatic Telephone Exchange System in the Central Exchange at the New Goverment Offices in connection with the laying of the underground cables to that exchange referred to in the above mentioned despatch.
2. The apparatus for such Automatic Exchange would either supersede or incorporate the 200-line switchboard ordered for this exchange through the Crown Agents on Indent No. 21 of 1919.
3. If, as a result of the report obtained, it is consider- ed that the benefits are undoubted, whilst the first cost is not prohibitive, the Crown Agents should be instructed to let the carrying out of the above indent remain in abeyance, until a copy of such report has been received by me and I am able to instruct them in further detail with respect to it. If, on the other hand, it is considered that climatic conditions, first cost, or any other reason render such a system undesirable, the carrying out of the indent might be proceeded with and the report forwarded me
in due course,

Assuming the report is favourable to the proposed change, it should further specify the particular system, which should be installed and deal fully with any contingent changes
